John Emerson Moss (April 13, 1915 - December 5, 1997) was a self-made Sacramento native who served as Congressman from California's 3rd Congressional District from 1953 to 1979. He is best known as the author of the Freedom of Information Act (FOIA). It took Moss six congressional sessions (over 12 years) to get FOIA signed into legislation. He also authored and advocated for the Consumer Product Safety Act. His belief that politicians have a responsibility to the American people is reflected in these press conference clips, circa 1960s-1970s. In these clips, Congressman Moss talks about decreasing smog, fighting water pollution, increasing the enrollment of students in the Davis Medical School, opening a new VA Medical Clinic, and how he represented the majority of the Sacramento population that quote: wanted the [Vietnam] war to end as soon as possible.
