In the wake of the October 17, 1989 Loma Prieta Earthquake, Caltrans commissioned an oral history project to document the personal and professional experiences of Caltrans employees who worked to restore the State's damaged transportation system.
At the time of the earthquake, Bill Harms was Maintenance Supervisor II at the Templeton Maintenance Yard for Caltrans. He didn’t feel the earthquake, however he discovered from the television coverage that the Loma Prieta Earthquake was serious and came to his office that evening to make phone calls to all the maintenance supervisors and to have them contact their crews to have them on standby, later it was decided to have all the crews meet at the Templeton Yard at 6 AM and to be prepared to go out of town for work for several days. The next day he dispatched one crew to work on Highway 17, he then went with another crew to 880, to assist with pouring of slurry near the Bay Bridge.
